What to do when your homeowners association is responsible for

your leaking copper water piping with no reserves for repair...

 

Contrary to popular belief copper water piping doesn't last forever. In its original design criteria,

copper piping was projected to last for 20-25 years, but failure often occurs in as little as two

years because copper begins to corrode the moment it starts carrying water. Changes in water

chemistry have caused the water to become aggressive towards the copper piping. Copper

pipe corrosion is just part of the life cycle of copper plumbing, which will inevitably lead to

failure. Hot or warm spots in the floor, soaked carpeting, ceilings or walls and abnormally high

water bills are signs of failing pipes.

 

Most homeowners’ association bylaws require any product with less than a 25-year life

expectancy to be allocated funds in the association's reserves. Nonetheless, because it is

believed that copper pipes will last a lifetime; chances are you won't find an allocation for new

plumbing or pipe restoration in your homeowner association reserve funds. The vast majority of

associations just can't muster the votes to increase dues or allocate special assessments to

cover their water piping problems. The task is daunting and overwhelming for even the best

managed homeowners’ associations.

 

So what are your options for repairing your pipes and saving your association from financial

destruction?

 

If individual homeowners in your association’s complex pay their own water bills and own their

own hot water heaters, propose to your board of directors a vote to allow a single member to

have pipe restoration work performed with the service warranties going to the association.

Emphasize that the warranty would stay with the association. This same proposal could be used

for electrical and phone line work.

 

This avoids requiring the association to obtain a majority vote from all homeowners to increase

dues to allow the work, and it enables individual homeowners to take control of maintaining their

own properties. Ultimately this benefits the entire association by reducing operating expenses

and helps to build reserves without additional costs to the association. It should also decrease

the overall capital required to have the remaining units' piping restored in the future. By

requiring all warranties to remain with the association it's a win/win for everyone.

 

"Approach your board of directors president directly in requesting a board vote," real estate

advisor, Bryan Koelling says. "Don't wait until a board meeting to bring up your proposal."

 

How can pinhole leaks and corrosion damage in your plumbing be repaired?

 

Until recent years, homeowners would be forced to replace the plumbing section by section or

to find a contractor to perform a complete repiping. This meant cutting holes into walls and
